Tom Warne and Associates conducted research on behalf of the California Design-Build Coalition to assess the performance of 21 design-build projects from around the country. Factors analyzed included quality, cost, cost growth, schedule, and overall satisfaction. The results are compelling.

On behalf of the Infrastructure Delivery Council of California and the California Taxpayers’ Association, Tom Warne and Associates conducted the research and prepared this report outlining how state DOTs had responded to large infusions of funding to advance their capital programs.

Tom Warne assessed the training needs of state DOT employees as they endeavor to deliver on an increasingly difficult capital program and meet substantial operational demand. This report documents important trends such as changes in core skills, the use of more para-professionals, how the agencies are managing their training activities, and the challenges to making the case for more training.
Developing Transportation Leaders

This study conducted on behalf of the NCHRP assessed the critical needs existing in state DOTs for training current and future leaders. This research found a wide variety of activities being utilized by state DOTs for developing their leaders including original recruiting efforts and specific leadership training. Succession management efforts in the DOTs were analyzed and contrasted with what the private sector is doing in this regard.
Outsourcing and Private Sector Utilization at DOTs

Tom Warne assessed how state DOTs are using private sector resources to augment their own in-house staff to meet the demands of their transportation programs. Many typical state activities are analyzed and trends among the states are documented. In addition, the research included indications of how well DOTs were satisfied with the services they were receiving from the private sector.
Recruiting and Retaining State DOT Employees

The NCHRP synthesis documents what state DOTs are doing to recruit and retain their employees in an increasingly difficult employment market. Findings include those attributes that attract employees to a state DOT as well as those which either keep them at the DOT or cause them to return. The findings documented show surprising results and interesting consistency between recruiting and retaining strategies.
21st Century Operations Performance

Tom Warne participated in and was ultimately asked to complete the report for this FHWA/AASHTO Scan that took the team to Germany, France, the Netherlands and England to assess how these countries were improving the operational performance of their systems.
2010 and Beyond: A Vision of Transportation's Future

Tom Warne was the project manager for the Hudson Institutes’ effort to document transportation needs into the future for the United States. This effort was privately and public funded and represents thoughtful contributions from many companies and consultants as they sought to describe the future and how agencies, contractors and other industry member might respond.
Forum on Transportation Investment-Idaho

Tom Warne and Dwight Bower (HW Lochner) teamed to provide consultation and expert assistance to the Forum’s efforts over an 18 month period. Through this process Idaho’s needs were documented, possible revenue options identified and specific policy recommendations made.
Safety Applications of ITS

Tom Warne served as the subject matter expert for this FHWA/AASTHO International Scan to assess how other countries were using ITS applications to improve the safety of their transportation systems. The team was able to observe many cutting edge practices in Japan and Europe. Included were public agencies in these countries as well as automobile manufacturers who opened the doors to their research facilities to the team.
Governor's Blue Ribbon Task Force-Nevada

Tom Warne teamed with Dwight Bower to provide expert analysis for the Governor’s Blue Ribbon Task Force on transportation needs for the State of Nevada. This study assessed the Nevada DOT’s capital program needs, their cost estimates, and their pavement preservation program.

Tom Warne chaired the Independent Review Committee that advised the Maryland State Highway Administration on how to proceed in 2002 when their bids for the main bridge came in 75% over the engineer’s estimate. This practice of establishing expert panels to resolve problems from an independent view has now become well established in the industry. The recommendations of the IRP returned the project to its original budget and schedule.
