Tom Warne is the founder and president of Tom Warne and Associates LLC. He is committed to helping organizations advance through the change process necessary to succeed in the 21st Century. Whether the goal is higher profitability or greater organizational effectiveness, Tom Warne has both the background and skills to help private companies and public agencies realize their fullest potential. Since founding his company Tom has had the opportunity of working with public and private clients from across the country in a wide variety of assignments. Tom's work ranges from large projects such as the San Francisco Oakland Bay Bridge to major policy and organizational issues facing private firms and public agencies.

Executive Director of UDOT:

Prior to founding Tom Warne and Associates, LLC, Tom was the Executive Director of the Utah Department of Transportation. He was appointed to that position in 1995 by Governor Michael O. Leavitt. During his tenure, Tom led the department through the construction of the $1.59 billion I-15 Reconstruction Project. Hailed as the largest single public transportation contract in the history of the interstate system it is the benchmark for design-build projects both nationally and internationally. This project was originally slated to be built in 10 years. Using the private sector proven method of design-build UDOT delivered the I-15 project ahead of its revised 4 ½ year schedule and under budget.

Tom's success at UDOT is highlighted by the I-15 Reconstruction Project, the agency's unfailing ability to get out 100% of its projects each year and by the fact that in a public opinion poll conducted in January 2001 UDOT received a 75% approval rating from the general public.

AASHTO President

While at UDOT Tom served as the President of the American Association of State Highway and Transportation Officials (AASHTO). As president of AASHTO he advanced important issues such as environmental streamlining, change in the 21st Century and Context Sensitive Design (CSD). Tom also served in AASHTO as it's vice president and chairman of the Standing Committee on Highways.

Active in many other national initiatives, Tom has also served as a member and vice chairman of the Transportation Research Board's Executive Committee.

Author

Tom gained national recognition in the early 90's as a pioneer in advancing the partnering process on highway construction projects. As author of the book, Partnering For Success, Tom continues to be an established authority on the use of this valuable management tool.
